I am not a doctor, but if you have HIV you're blood tests shouldn't be normal. As far as your white blood cell count, it will go up initially in order to defend the body against the virus. Because the virus can and will grow faster than the body can produce white blood cells, eventually your white blood cell count will reduce. The body of course has other cells to defend itself secondarily and lastly, but eventually the virus wins making you susceptible to becoming sick.
