In my opinion I would say that she's emotional about it, embarassed that she has braces and scared to hurt you. She's probably can't focus on doing the deed since the braces came on.
You should tell her that you are cool with it and ask her to see if she can do it with out her hurting you and maybe she'll gain confidence and her skills back.
