I'm new to the sex toy stuff, I don't have any, but I was wondering, at 19 would I be able to buy them in west Virginia because in Ohio where I live I don't know of any sex shops, so for guys how many would you say I would want to have for pleasuring my self or is it up to me how many I want? Also since I still live with my parents, where would you say the best places to hide them are, also I've seen your video on this subject but you've talked about hiding female sex toys but not male ones, so can you help me out?

Buy them online. Most/all online sex shops will ship in vary discreet packaging. I don't know of any online stores by name, but you could just google them and get a million different merchants. Amazon.com has many merchants selling through them that sell sex toys so that could be another place to look. Just search for "pocket pussy" or even just "male sex toy" and you should find lots (I certainly did at Amazon! lol!).
As for storage: Heaven's advice on keeping your toys locked up in some box or container which you have the key to the lock seems good advice to me. As she says, keep your sex toys cool, dry, washed and not touching.

You just need to get however many you want really. You may only need one to tell you the truth. I have a whole drawer full around here, but really all I use is one vibrator...it was the first one I bought ironically...haha. I think quality is better than quantity in this regard. Buy a really good fleshlight or something that is sort of pricey but provides awesome pleasure. You'll be way happier about that in the end.
You can buy them online like Watcher mentioned. That'll save you a lot of money, give you more to look at, and save you a trip to the sex shop. I've done that with almost all of mine and never had anyone notice. As he said, shipping is pretty discreet.
If you can't do that though, then yes, you should be able to buy them in West Virginia. I don't see why not.
In terms of hiding them, you'll need to put them in something that is not suspicious and that no one has access to. I always bring good old vibe-y with me to my mother in law's (haha, not shit), and I will stick it in a big box of tampons I know no one will go into. If you have something similar in your room, you could always do that. Otherwise, I'd lock it up in a box that you keep in your closet or under your bed. Then just get it out when you want to use it.
