Are there any phone sex companies that cater specifically to women, that have either women or men as the operaters? I've called a lot of sites that cater to men but accept women, and a lot of them just don't know what a woman wants. And I've done craigslist postings and such and got a lot of interested people, but mostly just men who want a quick jerk and not any actual gameplay. So I'm looking for a site, a line, etc with men or women that cater to a woman like myself.

All I can suggest is using Google to search for sites that specifically cater to women interested in phone sex with men, like redhotdateline.com. Also, you may want to look into gay websites and/or phone lines as I'm sure these men wouldn't mind offering their services to a woman. Hope you find which line and/or site is best for you! ;-)
