I wouldn't let her go that far. If she is bothered by her pubes, tell her that she can shave them like most women do. there is no reason to have a pretty looking vaginal area at that age to be honest, unless you are having sex. Bikini waxes are fine for summer because people actually see that part of the body, but to go full Brazilian is a bit extreme for 15. If you don't feel it's appropriate, don' let her do it. You're the parent afterall.
